The short answer: if you already sell successfully in Sweden or elsewhere in the Nordics, start Finland with a fractional sales leader who owns the go-to-market and the first deals. Add an SDR agency only once your Finnish message and ideal customer are proven. Hire a full-time country manager when Finnish revenue can carry the cost – usually 9–18 months in.

That is the sequence I recommend to almost every Swedish and Nordic company that asks me about Finland. It is not the only possible order, but it is the one where a wrong guess costs you the least.

Below are the questions buyers actually ask before choosing, with the numbers that matter in the Finnish market.

What is the difference between an SDR agency, a fractional sales leader and a country manager?

The three options are not interchangeable versions of the same thing. They own different parts of the job.

  • An SDR agency books meetings. It executes a prospecting process that someone else has defined: the target list, the message and the qualification criteria.

  • A fractional sales leader owns the Finnish go-to-market part-time: positioning, pricing, the sales process, the pipeline and, in the early phase, the actual deals.

  • A country manager owns Finnish revenue full-time and for the long term, including partners, hiring and the local team.

Put simply: a fractional leader figures out how you win in Finland, an SDR agency feeds a process that already works, and a country manager takes permanent ownership of the market.

What does each option cost in Finland?

SDR agency

As a reference point, Finnish B2B booking agencies normally charge €175–€225 per booked meeting on a results-based model (excl. VAT, 2026). That buys meetings, not sales leadership: someone on your side still has to run them and close.

Fractional sales leader

Fractional commercial leaders in the Nordics typically work 2–3 days a week, and the market range is roughly €4,500–7,000 per month. My own fractional model is a fixed €4,900 per month, not tied to a day count.

You can see how that compares with a permanent hire on the pricing page and in the Nordic fractional and interim benchmark.

Full-time country manager

Country managers in Finland typically earn between about €7,400 and €14,300 gross per month (Paylab, 80% range). Statutory employer contributions alone add roughly 20% of gross salary, mostly the TyEL pension contribution. Add the holiday bonus, benefits, travel and equipment, and a realistic fully loaded cost is 1.3–1.5 × salary.

A worked example: a country manager on €9,000 a month costs €108,000 a year in salary and roughly €140,000–162,000 fully loaded. If you use a headhunter, fees of 20–30% of first-year salary (about €21,600–32,400 here) come on top. The whole search often takes 3–6 months before the person is actually working.

When should you use an SDR agency for Finland?

Use one when three things are already true: you know which Finnish companies you want to sell to, you know which message works on them, and someone on your side can turn meetings into deals.

If any of those is missing, an agency will deliver exactly what you ordered – meetings – and you will still not know why they do not convert. Finnish buyers are polite and will often accept a meeting to be courteous. The real test comes in the second conversation. I have written more about this in how Finnish B2B buyers make decisions and cold calling in Finland.

When is a fractional sales leader the right choice?

A fractional leader is the right first step when the product works in your home market but you do not yet know what it takes to win in Finland. Typical questions are which segment to start with, whether to sell direct or through partners, how to adapt pricing, and what a realistic sales cycle looks like.

The fractional leader builds the Finnish playbook, opens the first accounts personally, and sets up the pipeline and reporting your headquarters can follow.

Done well, the outcome is not just revenue but a documented model that an SDR agency or a future country manager can scale. The weakness is capacity: a part-time leader cannot also make 200 calls a week. That is exactly why an SDR agency becomes useful later.

When should you hire a full-time country manager?

Hire when Finland has proven it can produce repeatable revenue and the workload is genuinely full-time: several sellers to lead, partners to manage and customers who expect a local face.

A useful rule of thumb is that Finnish gross margin should be able to carry a fully loaded cost of €140,000–160,000 a year within a reasonable payback period.

The most expensive mistake I see is hiring the country manager first and asking that one person to discover the market, build the process and deliver the numbers at the same time. When it fails – and it often does – you lose a year and the cost of the hire.

If you need someone full-time quickly, an interim country manager is a lower-risk bridge.

Can you hire a country manager in Finland without a local entity?

Yes. You can sell into Finland without a Finnish company, and you can employ a person in Finland through an employer of record (EOR) service that handles the local contract, payroll and statutory contributions.

A fractional or interim leader invoices you as a business, so no entity is needed at all. The details are in do you need a local entity to sell in Finland.

SDR agency or market-entry partner – what is the difference?

An SDR agency executes outbound activity on your behalf. A market-entry partner, whether a fractional commercial leader or a consultancy, takes responsibility for the strategy and the result: which customers, which channel, which price and which partners.

In practice, a market-entry partner may well hire an SDR agency as one of its tools. The opposite rarely works. For the wider picture, see outsourcing sales in Finland.

What this looks like in practice

I have been the Finnish country manager for several Swedish companies, in SaaS, services and digital lead generation, and I have helped many more launch in Finland on a fractional or interim basis.

The pattern that works is almost always the same, and it is rarely the one companies start with.

Most start with a single big decision: hire someone in Helsinki. The better approach is three smaller decisions in sequence, each based on what the previous phase proved.

  • Months 0–3: validate. A fractional leader tests two or three segments, runs the first 30–50 conversations personally, adapts the message and pricing, and closes the first customers. You learn what actually converts in Finland, not what worked in Sweden.

  • Months 3–9: scale what works. With a proven message and ideal customer profile, add an SDR agency or a first local seller. The fractional leader runs the pipeline, coaches and reports to headquarters.

  • Months 9–18: make it permanent. When Finnish revenue can carry the cost, recruit a country manager. They inherit a working playbook, a pipeline and real customers instead of a blank page. That alone removes much of the risk of a failed senior hire.

Eight questions to decide which option you need

  1. Do you already know which Finnish customer segment buys first?

  2. Has your message been tested in Finnish meetings, not just translated?

  3. Do you know whether to sell direct or through partners in Finland?

  4. Is someone on your side able to run and close the meetings an agency books?

  5. Is the Finnish workload genuinely full-time today?

  6. Can Finnish gross margin carry €140,000–160,000 a year in fully loaded cost?

  7. How much would a failed hire cost you in time, money and market reputation?

  8. Do you need the option to stop or scale down without notice periods?

If you answered “no” to the first three, start with a fractional leader. If they are “yes” but question 4 is “no”, you need sales leadership before an agency. If questions 5 and 6 are clearly “yes”, it is time to hire a country manager.

Summary

An SDR agency, a fractional sales leader and a country manager answer different questions. The agency answers “how do we get more meetings?”, the fractional leader answers “how do we win in Finland?”, and the country manager answers “who owns Finland long term?”.

Answer them in that order – win, then volume, then permanence – and you avoid paying full-time cost for a market you have not yet learned.

Frequently asked questions

Should a Swedish company hire a country manager or a fractional sales leader for Finland?

Start with a fractional sales leader if Finland is new and unproven, and hire a country manager once Finnish revenue is repeatable and the workload is full-time. Starting fractional typically costs €2,500–7,000 a month, compared with €140,000–160,000 a year for a fully loaded country manager.

How much does a country manager cost in Finland?

Gross salaries typically range from about €7,400 to €14,300 a month. With roughly 20% statutory employer contributions, holiday bonus, benefits and travel, the fully loaded cost is about 1.3–1.5 × salary – around €140,000–162,000 a year for someone on €9,000 a month.

Is an SDR agency enough to enter the Finnish market?

Rarely on its own. An SDR agency books meetings within a process that someone else defines. Without a proven message, a defined ideal customer and someone to close, you get meetings but little revenue.

Do I need a Finnish company to hire someone in Finland?

No. You can employ through an employer of record, and a fractional or interim leader invoices you as a business, so no local entity is required.

How quickly can a fractional sales leader start in Finland?

Usually within a few weeks, compared with three to six months for a permanent country manager search. There is no recruitment fee, and with a no-notice model you can scale up or stop based on results.
